Housing is the number one issue for those affected by the Eaton Fire.

There are housing options allowed by LA County during reconstruction.

Chapter 22.256 – Disaster Recovery Guidelines
Los Angeles County has introduced Chapter 22.256 to streamline rebuilding efforts after a declared disaster. These new rules focus on three main areas:

1. Temporary Housing
Quick approvals for temporary living units (e.g., single-family, ADU, caretaker’s residence) on a disaster-affected lot.
Limit of one temporary unit per damaged dwelling, up to two units per lot.
Each unit can be up to 1,500 sq. ft. or match the size of the original home, if smaller.
Temporary units must have proper utility hookups and be removed within set timeframes.

2. Like-For-Like Replacements
Damaged buildings may be rebuilt with no more than a 10% increase in floor area, size, height, or bulk to meet updated Building or Fire Code requirements.
Minor relocation on the same lot is allowed if it reduces environmental impacts or addresses changes in topography.
Must comply with all previous conditions of approval, including any existing use permits.

3. Accessory Structures
Fences, retaining walls, and temporary power poles can be installed if needed to support temporary housing or new construction.

Must follow Title 22 standards for height, location, and safety.

**Key Deadlines & Extensions
Applications must be filed within two years of a disaster declaration.
Approved temporary housing permits are valid for two years, with up to three one-year extensions possible (up to five years total).

These measures allow homeowners to stay on their property, housed while reconstruction is underway. It does not mention expedited permitting, but I assume there will be measures to get people back housed quickly.
